I unlocked both the Golden Lancer and Hammerburst in Gears 3 without having had it in Gears of War 2 just by playing online, can I do the same with the Retro Lancer? If so, how?

No both are basically different , in order to unlock u will have to get DLC character codes or season pass which i got from : http://getgearsofwar3.com
